Public Information Project Summary

Courtright WWTP Odour Control Project and Final Effluent Reuse System

St Clair Township is in the process of upgrading the Odour Control System and installing a Final Effluent Reuse System at the Courtright WWTP. The Township has applied for funding through the FCM (Federation of Canadian Municipalities) grant to assist with the costs. Some of the benefits from these projects include:

  • Improvement to Public Health
  • Improvement to the Communities Quality of Life
  • Reduction of off-site odours
  • Positive impact on nearby land and residents
  • Increase in home value on neighbouring properties
  • Reduction in water consumption (estimated to be reduced by up to 80%)
  • Decrease in Facility Operating and Maintenance costs
  • Operational improvements from the newly installed systems

The Courtright WWTP Odour Control Project is projected to be completed by Spring 2019. Tours of the facility are expected to be planned for late Spring 2019.

UPDATE: Water and Sewer Use By-Laws and Discharger Information Report

Attention all water and sewer use customers!!!

The Township has recently updated the Water Use By-Law 23 of 2017 and Sewer Use By-Law 24 of 2017.

Discharger Information Report

Currently only Industrial and Commercial sanitary sewer customers are required to complete the “Discharger Information Report”.

In accordance with the Sewer Use By-Law 24 of 2017, a written notice will be sent to all required dischargers to complete a “Discharger Information Report” and submit to the Municipality within thirty (30) days of written notification. The discharger shall also provide written notification of any change in the information requested in the report a minimum thirty (30) days prior to the effective dates of such change. Discharge Information Reports can be submitted via email at or mailed to the Township.

Sewer Main Flushing

St. Clair Township Residents 

Public Works will be flushing sewer mains connected to the St. Clair Township sewer system during the hours of 7:30 AM to 4:30 PM beginning April 2018 and continuing into the fall. During this maintenance procedure you may notice some gurgling noises in drains.

If conditions persist after 24-48 hours of normal use, please notify Public Works @ 519-867-2993.

Currently there are no sewer mains being flushed at this time.

Hydrant Flushing

St. Clair Township Residents

Public Works will be undertaking annual flushing of fire hydrants connected to the St. Clair Township Water Distribution System during the hours of 7:30 AM to 4:30 PM beginning May 2018 and continuing into the fall. During this maintenance procedure you may notice some water discolouration using your taps, flushing toilets, doing laundry, etc. as some sediment may be drawn into your residence. We recommend that you run the cold water tap for a few minutes or until the discolouration disappears.
If discolouration of the water continues after 10-15 minutes of normal use, please notify Public Works @ 519-867-2993.
Our Hydrant Flushing program has been completed for 2018.

Notice of Completion

CLASS ENVIRONMENTAL ASSESSMENT FOR LASALLE LINE WATERMAIN EXTENSION – St. Clair Township is planning to construct a watermain extension on LaSalle Line from the existing Lambton Area Water Supply System (LAWSS) supply line to an existing watermain near Vidal Street South. The Environmental Screen Report will be presented to the Township of St. Clair Council at the following meeting:

Other Information

As required by the Ontario Drinking Water Regulations, copies of the Annual Water Quality Report for the St. Clair Township Water Distribution system are available free of charge from the Water Department, located on the lower level of the St. Clair Civic Centre (for location click on the map to the right) or on the Township web site.

A copy of the Lambton Area Water Supply System (LAWSS) Annual Report is available for inspection at the Township Water Department. This report and previous quarterly reports will also be available for viewing on the LAWSS website at . These reports may also be obtained free of charge from LAWSS at 1215 Fort Street, Sarnia.

Quality Management System Operational Plan

The Operational Plan defines and documents the Quality Management System (QMS) for the St. Clair Water Distribution system No. 260006464, owned and operated by the Corporation of the Township of St. Clair. It sets out the Corporation of the Township of St. Clair’s policies and procedures with respect to quality management in accordance with the requirements of the Province of Ontario’s Drinking Water Quality Management Standard (DWQMS).
