Mayor Arnold called the meeting to Order at 5:00 p.m.

Motion 1 Be it resolved the meeting enter an in-camera session under Section 239
(2) (d) of the Municipal Act to consider the introduction of a Crew Leader position for Community Services.
CARRIED
Mayor Arnold declared the meeting back into open-session and asked for any forthcoming motions.

Motion 2 Be it resolved that a non-union Crew Leader position be created for the Department of Community Services with a salary range of $61,377.67 to
$76,722.09.

OPENING REMARKS
The budget for 2021 is impacted by many factors including the ongoing impacts of COVID-19 felt deeply by lack of revenue at Township campgrounds given they were not open for transients. The Township is fortunate to have $193,855 in assessment growth which will be observed for 2021 to offset the $414,204 proposed increase for the 2021 Operating Budget.

Motion 4 Be it resolved that Community Services Department Operating Budget be
approved as presented.

Motion 5 Be it resolved that the Tree Trimming Budget be capped at $100,000.
(no seconder, therefore this motion was defeated) DEFEATED

Motion 6 Be it resolved that the Public Works Operating Budget be approved as presented.

Motion 7 Be it resolved that the Administration Department Operating Budget be approved as presented.

Capital, Donations Review. Reserves

Motion 8 Be it resolved that the Township limit the annual donation to Royal Canadian Legion Branch 447 to offset their operating costs to $6,000 and that the Legion confirm that they applied for grant funding prior to additional funding requests to be considered.

Motion 9 Be it resolved that projects 2021-307 Bunker Ave. Streetlights and 2021-
114 Beckwith Street Streetlights be funded from the OCIF grant and not from reserves as approved during Capital Budget meeting.

Motion 10 Be it resolved that the Capital Budget be confirmed and the Donations and Reserves be approved as presented subject to the removal of the annual grants to the Lambton Farm Safety Association and to the St. Clair River Run.
