BUILDING SERVICES DEPARTMENT

The intent of this email is to inform you of the services the County of Lambton will be providing related to Building Permits and inspections at this time.

Please know this directive may change frequently and quickly depending on the Regulation.

• This Department will not be providing written permissions for you to commence or continue work.
• It is your responsibility to read, understand, keep up to date with and comply with Regulation 82/20 and other Provincial or Municipal Emergency Orders.
• It is your responsibility to determine when you are permitted by any Emergency Orders to engage in construction.
• Moving forward, the Municipality will only conduct inspections on projects under Ontario Regulation 82/20.
• Please remember this is a Provincial Decision and we all must comply.
• Failure to comply will result in tickets, fines and significant charges.
• This Regulation applies to all of us, no one is exempt.

For the TOWNSHIP OF ST. CLAIR:

Residential

As of April 6, 2020 – 8:30 a.m. and until such time the Ontario Regulation (or other orders or laws) are updated or altered.

Our Building Services Department will:

• continue to receive and process applications.
• issue permits (but that does not imply, construction can commence)
• be releasing permits but you will be required to sign a disclaimer for all permits issued after April 5, 2020 – prior to release.

• be inspecting all residential projects (as per 30 below) which have a permit issued prior to April 5, 2020.

Again, the interior inspections of an occupied dwelling are still not permitted. Other Permits
If an emergency matter arises such as septic failure, potable water threat, sanitary sewage disposal issue, structural failure etc. we will assess each case as it comes forward.

Industrial, Commercial, Institutional (ICI)

Our Building Services Department will:

• not be conducting any inspections on commercial, industrial and institutional projects. (unless exempted – as specified in 27, 28, 29 below)
• continue to receive and process applications.
• issue ICI permits (but that does not imply, construction can commence)
• be releasing ICI permits but you will be required to sign a disclaimer for all permits issued after April 5, 2020 prior to release.

Construction

27. Construction projects and services associated with the healthcare sector, including new facilities, expansions, renovations and conversion of spaces that could be repurposed for health care space.
28. Construction projects and services required to ensure safe and reliable operations of, or to provide new capacity in, critical provincial infrastructure, including transit, transportation, energy and justice sectors beyond the day-to- day maintenance.
29. Critical industrial construction activities required for,
i. the maintenance and operations of petrochemical plants and refineries,
ii. significant industrial petrochemical projects where preliminary work has already commenced,
iii. industrial construction and modifications to existing industrial structures limited solely to work necessary for the production, maintenance, and/or enhancement of Personal Protective Equipment, medical devices (such as ventilators), and other identified products directly related to combatting the COVID-19 pandemic.
30. Residential construction projects where,
i. a footing permit has been granted for single family, semi-detached and townhomes

ii. an above grade structural permit has been granted for condominiums, mixed use and other buildings, or
iii. the project involves renovations to residential properties and construction work was started before April 4, 2020.
31. Construction and maintenance activities necessary to temporarily close construction sites that have paused or are not active and to ensure ongoing public safety.

Agricultural (as per section 24, 25, 26)

• The intent is for Grain Bins, Feed Staves, Bunkers, Grain Bins, Silos, Storage Sheds, Livestock Barns and Manure Pits – the businesses associated with producing food or by-products.
• We will process applications, issue permits and conduct inspections for the above agricultural permits at this time.
• We will be issuing agricultural permits with the disclaimer, being required prior to release.
• This does not include residential houses on the farm or any residential accessory buildings (i.e. detached garages, pool sheds etc.) , unless the permit was issued prior to April 5, 2020.

Conclusion

• The above is based on the best available information provided to us.
• This information changes quite quickly and directives may change.
• In turn, our services may be altered, revised or may cease.
• This email in no way implies, that the above will be the service level which will remain for the foreseeable future.
• No written permissions will be granted.
