Class Environmental Assessment for the Upgrade or Relocation of the Trunk Sanitary Sewer on Tom Street Notice of Study Commencement

Dear Property Owner/Business Owner/Resident:

St. Clair Township has initiated a Municipal Class Environmental Assessment (MCEA) to determine the preferred alternative for the upgrade or relocation of the existing 525mm (20 inch) diameter trunk sanitary sewer along the entire length of Tom Street, approximately 250m, in the Hamlet of Corunna. This sanitary sewer carries a significant quantity of sewage from catchments located upstream. Due to the known instability of soils in the area, this sewer is vulnerable to future geological movements. The Township sees it prudent to investigate alternative solutions for this critical piece of infrastructure to prevent future settlement and potential failure. A map showing the study area is attached to this letter.

The following alternative options are being considered including:

1) Maintain the status quo.
2) Stabilize the slope in the area of concern.
3) Construct a new sanitary gravity sewer of the same size and slope as the existing sewer from the Sandstone Street cul-de-sac to the dead end on Beresford Street.
4) Construct a new sanitary pump station to intercept flows and construct a shallow force main to avoid the area of concern.

The project is being planned under Schedule B of the Municipal Class Environmental Assessment. Schedule B projects are approved subject to the completion of a screening process. The purpose of the screening process is to identify any potential environmental impacts associated with the proposal and to plan for appropriate mitigation of any impacts. The process includes consultation with the Public, First Nations and Aboriginal Communities, Stakeholders and Review Agencies. This notice is being issued to advise of the start of the study investigations. There will be additional opportunities for public input and involvement as the study progresses

Public input and comments are invited, for incorporation into the planning and design of this project and will be received until October 9, 2020, at the address or email listed below. Any comments collected in conjunction with the study will be maintained on file for the use during the project and may be included in project documentation.
